\t2011年下半年，温州爆发了一场震惊全国的民间借贷危机。当时，据中国人民银行温州中心支行调查显示，温州有89%的家庭个人和59%的企业参与了民间借贷，资金规模庞大，风险高度集中。2011年6月末，温州银行业不良贷款率仅为0.37%，为全国地级市最低。当年9月民间金融风波爆发后，一些中小企业的资金链断裂，当地银行业不良率开始不断走高。 \u003c/p\u003e\u003cp\u003e \t到2011年年末，温州银行业不良贷款率已攀升至1.36%；2012年末升至3.75%，不良贷款额达262.84亿元；2013年末进一步恶化至4.41%；截至2014年4月末，已飙升至4.69%，三年间暴增近12倍。多名企业主因资金链断裂出逃或跳楼，触目惊心。 \u003c/p\u003e\u003cp\u003e \t然而，“温州样本”的光环之下，隐藏着不少令人警惕的结构性问题。一方面，温州的民间资本实力雄厚，民间的借贷活动非常活跃，温州危机期间法院借贷纠纷起诉案件是正常年份的10倍左右，银行体系深度卷入其中。在这种危机处置的特殊时期，监管者实际上拥有了远超平时的自由裁量空间——谁的贷款可以展期、谁的不良资产可以缓置、哪家机构可以获得更宽松的监管待遇，这些决定往往不透明，不易受到外部审查。另一方面，温州许多公务员也参与其中，监管者与被监管者之间的边界，在这种特殊的地方金融生态中，往往变得格外模糊。
